The NFL’s initial 53-player rosters are only the first checkpoint in the Week 1 build.
Under the league’s official 2026 waiver rule, the claiming period for players placed on waivers during final roster reduction expires at 1 p.m. ET on Monday, Aug. 31. Once clubs receive the subsequent personnel notice, they may begin establishing practice squads of 17 players, provided one place is used by a qualifying international player.
Those are confirmed league procedures. Individual claims, signings and corresponding releases are not official until the NFL or the clubs announce them.
WHY THE 1 P.M. WINDOW MATTERS
A waiver claim transfers a player’s existing contract to the successful club. The move can address an immediate depth problem, but it also creates a roster-space decision: the claiming team may need a corresponding transaction to remain within its limit.
That is why an “initial 53” should never be treated as a finished Week 1 depth chart. A club can leave cutdown weekend apparently thin at one position because it expects to shop the waiver pool. Another may protect a developmental player on Sunday, only to release him Monday when a more experienced option becomes available.

The second transaction matters as much as the first. If a team claims a player, the corresponding release—or a reserve-list designation—often explains which position the coaching staff considered less secure.
PRACTICE SQUADS ARE PART OF THE ACTIVE PLAN
After the waiver notice, clubs may begin assembling their practice squads. These groups are not simply storage for preseason standouts. They provide weekly developmental depth, scheme familiarity and emergency options who can be elevated when the active roster needs short-term help.
A player returning to his previous club’s practice squad has not reclaimed an active-roster job. But the reunion can preserve continuity and keep a player close to promotion if injuries or performance change the depth chart.
