Kirk Cousins is QB1 in Las Vegas. The Fernando Mendoza plan now becomes the story.

Story
The Las Vegas Raiders will open the 2026 season with Kirk Cousins at quarterback.
Head coach Klint Kubiak confirmed the decision Wednesday after practice, ending the formal summer competition between Cousins, Aidan O’Connell and No. 1 overall pick Fernando Mendoza. The club’s announcement said Cousins earned the role after a strong offseason and training camp.
Cousins enters his 15th NFL season with 167 career starts. In two preseason appearances for Las Vegas, the Raiders say he completed 76.5 percent of his passes for 101 yards and one touchdown. Those numbers are a small exhibition sample, but the decision aligns with the way the club structured the summer: the veteran received the first opportunity, while Mendoza developed behind two quarterbacks with starting experience.
WHAT IS CONFIRMED
Cousins is the Week 1 starter. Mendoza remains on the 53-man roster alongside O’Connell, and the Raiders have not announced a public timetable for changing the order.
That distinction matters. Naming the opening-day quarterback settles the first depth-chart question; it does not define the entire season.
FOURTHWIRE ANALYSIS: WHY THE CHOICE IS LOGICAL
Starting Cousins gives Kubiak an experienced operator while a rookie learns the protection language, timing and weekly preparation required to run an NFL offense. It also avoids turning every early mistake into a referendum on the first overall pick.
For Mendoza, the useful checkpoints are now clearer: command of the huddle, recognition before the snap, response to pressure and whether the offense can stay on schedule when he receives meaningful work. Raw preseason yardage cannot answer all four.
THE NEXT SIGNAL
The first meaningful evidence will come from role allocation rather than public declarations. Watch who receives backup practice repetitions, how Las Vegas constructs its active game-day quarterback plan and whether Mendoza’s weekly responsibilities expand.
The Raiders have made their first decision. The development plan behind it is the story that continues.
